Victoria Street Clinic was established at Victoria Street, Ulverstone in 1960. We are a busy, well established, small group practice committed to high quality general practice and work satisfaction for its doctors and staff.
We are a very forward thinking practice, providing an excellent support system to our doctors, through Nursing and Administration.
Our practice is fully accredited. We have modern surgery facilities – consulting rooms, conference room, treatment theatre and emergency rooms.

Our Doctors
Dr David Dry
Dr David Dry commenced with the practice in 1989. He is interested in general medical issues covering most aspects of medicine. He takes a special interest in counselling, mental health and men’s health. Session Times: Dr Dry works on Tuesday and Wednesday. Dr Dry welcomes new patients.
Dr Ian Emmett
Dr Ian Emmett commenced with the practice in 1990. He has an interest in diagnostics, preventative care, aviation medicine, travel medicine and aged care. He is a qualified Designated Aviation Medical Examiner (DAME for CASA) and an agent for Australian Aviation Security. Session Times: Dr Emmett works on Monday, Wednesday, and Friday. Dr Emmett does not see new patients.
Dr Esmat Rahel
Dr Esmat Rahel commenced with the practice in 1992. He provides comprehensive general practice care covering most aspects of medicine. He has an interest in obstetric care, anaesthetics and preventative care. Session Times: Dr Rahel works Monday – Thursday. Dr Rahel does not see new patients.
Dr Champa Jinadasa
Dr Champa Jinadasa commenced with the practice in December 2007. Originally from Sri Lanka she has an interest in women's health issues, mental health and chronic disease management (particularly diabetes). Session Times: Dr Champa works three days a week having Monday and Friday off. Dr Champa does not see new patients.
Dr Madu Wickramasinghe
Dr Madu Wickramasinghe commenced with the practice in November 2012. Originally from Sri Lanka she has an interest in Women's Health issues and chronic disease management. Session Times: Dr Madu works Monday, Tuesday, Wednesday and Thursday. Dr Madu does not see new patients.
Dr Ginita Oberoi
Dr Ginita Oberoi commenced with the practice in February 2016. She consults in all aspects of general practice. She is interested in women's health, contraception (including Mirena and Implanon insertion and removal), sexual health and preventative care. Session Times: Dr Ginita works three days a week - Mondays, Wednesdays & Fridays. Dr Ginita does not see new patients
Dr Radu Serban
Dr Radu Serban commenced with the practice in July 2017. Originally from Moldova. Previously Registered with the General Medical Council in the United Kingdom. Passed the United States Medical Licensing Examinations. Dr Serban has worked at Sheffield, Westbury and Devonport Medical Centres prior to commencing at Victoria Street Clinic. He has an interest in skin conditions, men’s health, diagnostics and preventative care. Session Times: Dr Serban is consulting Monday, Tuesday, Thursday and Friday. Dr Serban does not see new patients.
Dr Alastair Nairn
Dr Alastair Nairn first worked at Victoria Street Clinic in 2017. He then returned in January 2019 and has been working at the clinic ever since. He has an interests in preventative health care and aged care. Session Times: Dr Nairn will be available for appointments Monday, Tuesday, Thursday and Friday 8:40am -5:10pm. Dr Nairn does not see new patients.
Dr Bruno Fernandini Caballero
Dr Bruno Fernandini is originally from Peru and graduated from Flinders University in Adelaide. He has worked in Brisbane, Alice Springs and Mackay before finishing his General Practice training in Northwest Tasmania. He commenced working at the practice in 2022. He has an interest in preventative health, chronic disease management, aged care and dermatology. He is also involved in medical education and works at the University of Tasmania Rural Clinical School. Session Times: He works Monday, Tuesday, Thursday and every second Friday. Consults available in Spanish.
Dr Elena Romanova
Dr Elena Romanova commenced at Victoria Street Clinic in 2021. She holds professional certifications in Australia, Canada, and the United States of America. She enjoys working with patients of all ages and walks of life. Session Times: Dr Elena Romanova will be available for appointments from Tuesday, Wednesday, Thursday and Friday. Dr Elena welcomes new patient.
Dr Vitalii Tcyba
Dr Vitalii Tcyba has worked in Sheffield and commenced with the practice in 2022. He has an interest in all areas of general practice. Session Times: He will be available for appointments from Tuesday - Friday. Dr Vitalii Tcyba does not see new patients.
Dr Nada Hasso
Dr Nada commenced with the practice in January 2024. Originally from Iraq and has worked in both Mersey Community Hospital and North West Regional Hospital prior to commencing her General Practice training at Victoria Street Clinic. She consults in all aspects of general practice. Session Times: Dr Nada will be available for appointments from Monday to Friday. Dr Nada welcomes new patient.
Dr Neha Talwar
Dr. Neha Talwar is a dedicated doctor who began her practice in the clinic in August 2024. She completed her MBBS and Postgraduate Diploma in Obstetrics and Gynecology in India, where she developed a strong foundation in women's health and general medicine. Before transitioning to general practice, Dr Talwar worked at the North West Regional Hospital and Mersey Community Hospital, gaining valuable experience in a wide range of clinical settings. Her compassionate approach and comprehensive medical knowledge enable her to provide personalised and holistic care to her patients. Dr. Talwar is committed to promoting health and well-being in her community, focusing on patient-centred care and building long-term relationships with her patients. Session Times: Dr Neha Talwar will be available for appointments on Monday and Tuesday. Dr Talwar welcomes new patients.
Dr Ashikur Rahman
Dr Ash commenced with the practice in July 2024. Before moving to Tasmania, he has worked in Royal Darwin Hospital. In Tasmania, he has worked both in Mersey Community Hospital and North West Regional Hospital prior to commencing his General Practice training at Victoria Street Clinic. He consults in all aspects of general practice. Session Times: Dr Ash will be available for appointments from Monday to Thursday. Dr Ash welcomes new patient.
